of <h1>Authorities Cannot Halt New Imports During Investigation; Guarantee Required per Rule 18 of Customs Tariff Rules.</h1> During an investigation period, the authorities of an importing Signatory Party are prohibited from halting new import operations of identical goods from the same exporter or producer. However, they may require a guarantee to protect fiscal interests before completing import operations. The guarantee amount is determined according to Rule 18 of the Customs Tariff Rules under the Preferential Trade Agreement between MERCOSUR member states and India.
