Wheat flour export controls require pre-imported wheat, actual-user compliance, full output export, and customs verification for eligible exporters.

Most Chapter 11 milling-industry products, including cereal flours, groats, pellets, malt, starches, inulin and wheat gluten, carry a Free export policy. Wheat flour exports remain subject to special conditions. Advance Authorisation holders, export-oriented units and special economic zone units must pre-import wheat, observe actual-user and non-transfer restrictions, export within the stipulated period, avoid domestic wheat procurement, export the full milling output except approved wastage, and produce the import Bill of Entry for customs verification. Additional wheat flour exports may occur under export authorisation within specified quantities and separately notified modalities.
