ITC (HS) 2022 Schedule: Free, Restricted, Prohibited export classifications; SCOMET, State Trading Enterprises, and exemptions
The Schedule sets export classifications and rules under ITC (HS) 2022: goods may be Free (exportable subject to entry-specific conditions), Restricted (exportable only with authorization and complying with item conditions), or Prohibited (export barred). Exports via designated State Trading Enterprises are allowed without restricted authorisation but subject to conditions. SCOMET and Category 0 items follow specialised statutory controls. Samples/exhibits, most non-restricted items, and certain processed agricultural products have specific exemptions. Wood packaging must meet ISPM phytosanitary rules. Country-specific prohibitions and exemptions are governed by the Foreign Trade Policy; specified quantitative and product exemptions apply for Bhutan, Maldives and certified organic or value-added agricultural exports.
