Export of oilseeds, oleaginous fruits, seeds, industrial/medicinal plants, straw and fodder is regulated by an ITC(HS) export policy categorising items as Free, Restricted or Prohibited and imposing chapter level conditions. Core conditions include APEDA registration with controlled aflatoxin certification, destination specific pre shipment quality certification by designated laboratories, restrictions and licensing for species under the Wild Life (Protection) Act and CITES, and product specific measures such as exporter affidavits for sowing seeds, designated certification procedures for sesame seeds, prohibition of sandalwood exports except narrow exceptions, and restricted, authorized exports of agarwood subject to origin certification and CITES permits.
