Sugar export policy updated: no prior license needed for EU/USA, quotas apply, registration and reporting required under FTP 2015-20
The government amended the export policy for sugar under the Foreign Trade Policy 2015-2020, making exports of sugar to the EU and USA free from prior export licensing requirements, subject to quantitative ceilings notified by the authorities. Exporters must register quantities with the Directorate General of Foreign Trade (DGFT) and provide detailed export data to DGFT and the Agricultural and Processed Food Products Export Development Authority (APEDA). Organic sugar exports remain unrestricted in quantity but require APEDA certification and prior online registration with DGFT. Pharmaceutical grade and specialty sugars are exempt from registration requirements. The quota for sugar exports to the USA will be managed by APEDA following specific operational guidelines. This notification removes previous restrictions under the Special Trade Entity regime and streamlines export procedures while maintaining oversight through registration and reporting obligations.
