Powers of a Bench: Bench must dispose of settlement applications as directed by the Chairman by general or special order. A Bench shall dispose of settlement applications and matters arising therefrom as the Chairman may by general or special order direct; the Chairman's general or special orders determine allocation and disposal of such settlement matters under the Procedure Rules.
