Applicant's right to comment requires timely submission with a supporting paper book or the Commission may proceed without comments. Rule 9A requires the applicant to furnish comments on the Commissioner's report within a prescribed limited period or within any Commission granted extension, and to accompany those comments with a paper book conforming to Rule 7 specifications; failure to submit comments within the prescribed or extended time permits the Commission to proceed with the case without them.
