Service by post deemed effected when a document is properly addressed, prepaid and posted by registered post. Service by post under Central Acts or Regulations made after this Act is deemed effected when a document is properly addressed, prepaid and posted by registered post; unless the contrary is proved, service is presumed to have occurred at the time the letter would be delivered in the ordinary course of post, unless a different intention appears.
