Citation of enactments allows reference by title or number and treats cited portions as including beginning and end. Enactments may be cited by title or short title or by number and year, and provisions may be cited by section or subsection; a description or citation of a portion of another enactment is, unless a different intention appears, construed as including the word, section or part mentioned as forming both the beginning and the end of the portion.
