Delegation to deputies: prescribing a superior's duty binds deputies lawfully performing duties in their superior's place. Prescribing the duty of a chief or superior is sufficient to apply that law to deputies or subordinates lawfully performing the superior's duties, so that obligations directed to the superior operate against those acting in their place; the rule also extends to earlier central Acts and Regulations within the statute's temporal scope.
