Health Security Cess Act: amendments do not affect existing rights, penalties, or ongoing investigations and proceedings. Amendments, repeals, supersessions or rescissions of rules, notifications or orders under the Act do not revive matters not in force, nor affect prior operation, acquired rights, accrued obligations, liabilities, penalties or forfeitures; investigations, legal proceedings and remedies may be instituted, continued or enforced and penalties imposed as if the instrument had not been amended, repealed, superseded or rescinded.
