Health security cess funds national security and public health, credited to Consolidated Fund and subject to parliamentary appropriation. Section 7 levies a cess to fund national security and public health; proceeds must be credited to the Consolidated Fund of India and may be utilised by the Central Government only after appropriation by Parliament. The Central Government may prescribe the activities, schemes, and programmes for which cess moneys may be expended for national security or public health.
