          <h1>Health Security National Security Cess Act empowers officers to summon persons and documents for inquiries, treated as judicial proceedings.</h1> The proper officer has power to summon any person to give evidence or produce documents or things for an inquiry, to be exercised in the same manner as summons and production powers of a civil court under the Code of Civil Procedure, 1908. Each such inquiry is deemed a judicial proceeding for the purposes of the penal provisions referenced, making inquiries subject to the legal character and consequences attached to judicial proceedings.
