Bilateral cumulation: originating inputs treated as originating when incorporated into finished goods in partner territory, subject to non minimal last production. Bilateral cumulation treats products originating in one Party that are used as materials in the production of a finished product in the other Party as originating in the territory where the finished product is manufactured, provided the last production process exceeds minimal or insufficient operations as defined in the rules of origin.
