of <h1>Licensee Must Have Bond Officer Present for Goods Unloading; Verify Locks and Report Discrepancies</h1> A licensee is prohibited from receiving or unloading goods at a warehouse without the presence of a bond officer. Upon the bond officer's approval, the licensee must verify the one-time-lock on the transport, report any discrepancies, and ensure the lock is intact before unloading. The licensee must reconcile the goods with the bill of entry, report discrepancies, endorse and retain copies of relevant documents, and record the goods. For dutiable goods, they must be stored in a strong-room. An acknowledgment of receipt must be delivered to the proper officer and bond officer.
