Special warehouse regulation applies to units operating or seeking permission under the Act in licensed special warehouses. Regulation 3 provides that these regulations apply to units operating under section 65 of the Act and units applying for permission to operate under section 65, where those units are in a special warehouse licensed under section 58A of the Act.
