Overriding effect: this Act prevails over any other law, including laws enacted by states or union territories. The provision declares that the Act shall have overriding effect, so that, save as expressly provided in the Act, its provisions apply notwithstanding anything in any other law then in force, including laws made by States or Union territories, thereby preempting inconsistent or conflicting enactments except where the Act provides otherwise.
