Memorandum of appeal must be filed at the tribunal registry or sent by registered post; postal filing effective on receipt. Rule 4 requires an aggrieved person to present a memorandum of appeal in the prescribed Form at the registry of the Appellate Tribunal within whose jurisdiction the case falls or to send it by registered post to the Registrar; a memorandum sent by post is deemed presented on the day it is received in the registry.
