Removal of difficulties power permits government to issue orders to address implementation obstacles subject to council approval and legislative laying. The Government may, on the recommendations of the Council, by a general or special order published in the Official Gazette, make provisions not inconsistent with the Act or rules to remove difficulties; such orders are subject to a temporal limitation from commencement and must be laid before the State Legislature as soon as may be.
