Power to make regulations permits government to issue notifications for rules consistent with the Act to implement provisions. The Government is authorized to issue notifications establishing regulations that are consistent with this Act and the rules made under it, for the purpose of carrying out the provisions of the Act; the power is confined by the requirement of consistency with the statute and subordinate rules and directed to effectuating the Act's operative provisions.
