Penalty power: officer may levy penalty where liability exists and no other specified proceedings apply, after hearing. A proper officer may issue an order levying a penalty where a person is liable and the case is not covered under the specified proceedings, provided the person is given a reasonable opportunity of being heard before the penalty is imposed.
