Passenger and crew manifest regulation empowers Board to require form, timing and penalties for delayed passenger name record information. Amendment empowers the Board to make regulations prescribing the form, particulars, manner and time for delivering passenger and crew manifest for arrival and departure and passenger name record information, and to prescribe the penalty for delay in delivering such information under the specified Customs provisions.
