<h1>New Section 30A in Customs Act Requires Passenger Manifests Before Arrival; Penalty for Non-Compliance Up to 50,000.</h1> Clause 97 of the Finance Bill, 2017 proposes the insertion of Section 30A into the Customs Act. This section mandates that the person in charge of a conveyance entering India, or another specified individual, must provide the proper officer with a passenger and crew arrival manifest before arrival for aircraft or vessels, and upon arrival for vehicles. Additionally, they must submit passenger name record information in a prescribed format. Failure to deliver these documents on time without sufficient cause may result in a penalty of up to fifty thousand rupees.
