          <h1>Passenger and crew arrival manifest requirement imposes mandated delivery of manifests and PNR information with penalties for non-compliance.</h1> A new statutory duty requires the person-in-charge of a conveyance arriving into India, or any other person specified by the Central Government, to deliver passenger and crew arrival manifests and passenger name record information to the proper officer in specified form, containing prescribed particulars, and within prescribed time and manner; manifests are required before arrival for aircraft and vessels and upon arrival for vehicles. A prescribed monetary penalty is imposed where required information is not delivered within the prescribed time and the proper officer finds no sufficient cause for delay.
