          <h1>Rulemaking power for Senior Citizens' Welfare Fund: Central Government to prescribe detailed rules, subject to parliamentary laying and modification.</h1> Central Government may, by notification, make rules for carrying out the Chapter establishing the Senior Citizens' Welfare Fund, including specifying amounts to be credited, utilisation of the Fund, administration and Committee meeting procedures, public notice of unclaimed amounts, and other prescribed matters; such rules must be laid before both Houses of Parliament for thirty days and may be modified or annulled by both Houses within the subsequent session without affecting prior validity.
