          <h1>Foreign exchange regulation: expanded authority to classify debt instruments and regulate capital account transactions.</h1> The amendment adds authority to section 46 to classify instruments as debt instruments under section 6(7), to specify permissible classes of capital account transactions with limits on admissible foreign exchange and to impose prohibition, restriction or regulation of such transactions, and to require aggregation/reporting of the aggregate value of foreign exchange for cross border dealings.
