Commissioner (Appeals) review now empowered to consider reasons for non-filing of customs appeals and related applications. Amendment inserts Commissioner (Appeals) into the appellate chain so that the Commissioner (Appeals) may take into account the circumstances in which the Commissioner of Customs did not file an appeal, application, revision or reference pursuant to orders, instructions or directions under the parent provision.
