Amendment of Section 129B removes provisos in sub section (2A), aligning text with substituted Section 129E. Omission of three provisos in sub section (2A) of section 129B is proposed to remove the first, second and third provisos and to align section 129B with the substitution of a new section for section 129E, producing consequential textual changes without introducing new operative mechanisms.
