Documents can be served via electronic transmission, which includes facsimile, email, or designated electronic message boards. Such transmissions must be capable of being retained, retrieved, reviewed, and converted into a tangible form. The rule also defines 'courier' as a service providing proof of delivery. For postal delivery, service is deemed effective 48 hours after posting for meeting notices, or upon regular postal delivery for other documents.
