<h1>Customs Officer Authorized to Serve Notice and Recover Dues under Rule 3 of 1995 Recovery Rules</h1> Upon receiving a Certificate as per Rule 3, the Principal Commissioner or Commissioner of Customs may authorize a subordinate officer to serve notice to a defaulter. The notice demands payment of the specified amount within seven days from the notice's service date. If the defaulter fails to comply, the subordinate officer is empowered to take actions to recover the amount as outlined in the Customs (Attachment of Property of Defaulters for Recovery of Government Dues) Rules, 1995.
