Handbook compilations under foreign trade procedure establish a notified, EDI compatible procedural framework for implementing the FT(D&R) Act. Director General of Foreign Trade notifies the Handbook compilations HBPv1, HBPv2 and the Schedule of DEPB rates as operative instruments under the FT (D&R) Act and FTP, with the DEPB scheme identified as time limited pending replacement. The objective is to implement statutory provisions by prescribing simple, transparent and EDI compatible procedures facilitating ease of compliance and administration, and definitions from the FT (D&R) Act, Rules, Orders and the FTP apply for interpretation.
