Status Certificate and Duty Credit Scrip regime: procedures for grant, use, compliance and recovery mechanisms.

The chapter prescribes procedures for grant, renewal, suspension and appeal of Status Certificate, maintenance of export/import accounts and a six month grace for pending renewals. It sets out operation of Duty Credit Scrip schemes (SFIS, VKGUY, FMS, FPS, SHIS) including application forms, eligibility exclusions, allocation rules, permitted use (including SHIS use for capital goods under actual user conditions), proof of landing requirements, split scrip and port registration rules, reissuance on re export of defective goods, filing deadlines, monitoring of realisations and recovery/interest mechanisms for non realisation.
