Definition of excluded duties amended retrospectively to clarify safeguard, countervailing, anti dumping and special additional duties. Amendment to section 3A substitutes sub section (2), clause (ii) to provide that the definition 'does not include' the safeguard duty referred to in sections 8B and 8C, the countervailing duty referred to in section 9, the anti dumping duty referred to in section 9A, and the special additional duty referred to in sub section (1), and that this substitution is deemed to have been made retrospectively from the earlier specified date.
