Resident exception removed: the proviso now covers resident applicants under customs regulatory provisions. The amendment deletes the phrase 'except in the case of a resident applicant' from the first proviso to subsection (2) of section 28 I, thereby removing the exclusion of resident applicants and making the proviso applicable to resident applicants as well.
