Clarification power to amend notifications allows insertion of explanations within one year to clarify scope and applicability. Amendment empowers the Central Government to insert explanations into notifications or orders under section 5A within one year of their issue, and such explanations shall operate as if they had always formed part of the original notification or order; it also omits references to special economic zone from sub section (1) proviso and its Explanation, with effect from dates to be notified.
