Power to make rules enables state government to prescribe fees and procedural forms for registration and inspection of firms. Section 71 empowers the State Government to make rules for registration of partnership firms, including prescribing fees for documents, inspection and copies (within Schedule I limits), and specifying forms for statements and verifications. It authorizes rules on the form, maintenance and indexing of the Register of Firms, modes for entries and amendments, Registrar procedures in disputes, filing and elimination of documents, conditions for inspection of originals, and regulation of copies. All rules require previous publication and must be laid before the State Legislature.
