Post office liability excluded where a certificate is fraudulently encashed; loss remains with the certificate holder. The rule provides that where a person obtains possession of a certificate and fraudulently encashes it, the post office shall not be responsible for any loss suffered by the certificate holder, allocating risk of loss from fraudulent encashment to the holder rather than to the post office.
