Discharge of certificate: signature on encashment required and post office may issue a certificate of discharge upon payment. Rule 20 requires that the person entitled to the amount due under a social security certificate must, on encashment, sign the back of the certificate to acknowledge receipt, and authorises the post office to issue a certificate of discharge to any person encashing a certificate as documentary confirmation of payment.
