Judicial member qualifications expanded, technical member criteria defined and Senior Vice President role authorised in appellate tribunal. Amendment prescribes judicial member eligibility-service in judicial office for a specified period, or Central Legal Service Grade I experience, or practice as an advocate-with cross crediting of judicial, advocacy or tribunal service; defines technical member eligibility drawn from Indian Customs and Central Excise Service Group A with Collector level or equivalent experience; permits the Central Government to appoint a Vice President as Senior Vice President and substitutes references to allow the Senior Vice President or a Vice President to perform specified functions.
