Applicants and specified individuals who first provide a vital disclosure enabling the Commission to form a prima facie opinion of a cartel, when the Commission lacked sufficient evidence, may obtain reduction of monetary penalty up to full remission. Subsequent applicants may receive reductions only if their disclosure supplies, in the Commission's view, significant added value to existing evidence that enhances the ability to establish the cartel; priority determines the scale of reduction, with second priority applicants eligible for a larger reduction than third or later applicants.
