Withdrawal of lesser penalty application allowed before investigation report; submitted evidence may be used except the applicant's admission. Withdrawal of a lesser penalty application is permitted any time prior to the Commission's receipt of the investigation report under section 26; upon withdrawal, the Director General and the Commission may use any information, evidence, or documents submitted by the applicant for purposes of the Act, except the applicant's admission.
