Recruitment rules prescribe method, age limits and qualifications specified in Schedule I columns (5)-(13) for officers and employees. Rule 6 provides that the method of recruitment, age limit, qualifications and other related matters for officers and other employees shall be as specified in columns (5) to (13) of Schedule I, making those Schedule I entries the controlling source for recruitment procedures and eligibility criteria.
