Issuance and control are the responsibility of designated government offices which may delegate issuance; certificates must be in English, follow the prescribed format, be supported by a producer's sworn declaration and commercial invoice details, and include invoicing information where a non Party operator is involved. Importing Party customs may request origin information and, if insufficient, seek verification from the issuing authority.
