Removal of difficulties power permits government to issue orders to resolve implementation problems within statutory temporal limits. The State Government, on the Council's recommendation, may by order published in the Official Gazette make provisions not inconsistent with the Act or its rules to remove difficulties in giving effect to the Act; no such order may be made after three years from commencement and every order must be laid before the State Legislature as soon as may be after it is made.
