Power to issue instructions ensures uniform implementation of the Act through binding directions by the Commissioner. The Commissioner may issue orders, instructions or directions to State tax officers to secure uniformity in the implementation of the Act; such orders, instructions or directions are to be observed and followed by all State tax officers and other persons employed in implementing the Act.
