Power to make regulations enables the Government to issue notifications prescribing rules to implement the Act's provisions. The Government is empowered to make regulations, by notification, to carry out the provisions of the Act, provided such regulations are consistent with the Act and the rules made thereunder and are confined to measures necessary to implement the statutory provisions.
