Removal of difficulties power allows government to issue orders to address implementation gaps under the Act, subject to safeguards. Section 172 authorises the Government, on Council recommendations, to issue general or special orders, not inconsistent with the Act or subordinate rules, to remove difficulties in implementing any provision; such orders must be published in the Official Gazette, are subject to a three year temporal limit from commencement, and must be laid before the State Legislature.
