Removal of difficulties: Government may issue orders to remove implementation gaps, subject to consistency and a time limit. Removal of difficulties empowers the Government, on Council recommendation, to make and publish general or special orders in the Official Gazette to remove difficulties in giving effect to the Act, so long as such orders are not inconsistent with the Act, its rules or regulations; orders must be laid before the State Legislature and are subject to a three-year time limit from commencement.
