Appellate Authority orders: may confirm or modify advance rulings after hearing; member dissent prevents issuance and certified copies are required. The Appellate Authority may, after hearing the parties, confirm or modify an advance ruling and must dispose of appeals or references within the prescribed period. Member disagreement on any point precludes issuance of an advance ruling on that question. The Authority must send a duly signed and prescribedly certified copy of its ruling to the applicant, the concerned officer, the jurisdictional officer and the Authority.
