Financial and administrative powers: State President controls tribunal benches and may delegate functions under continued supervision. Section 114 vests primary financial and administrative powers over the State Bench and Area Benches of the Appellate Tribunal in the State President, who may delegate such powers to another Member or to an officer, provided any delegated exercise remains subject to the State President's direction, control and supervision.
