Removal of difficulties power permits government orders to address implementation issues, subject to Council recommendation and legislative laying. The Government, on the recommendation of the Council, may make general or special Gazette orders not inconsistent with the Act or its rules to remove difficulties in giving effect to the Act; such orders are subject to a prescribed initial temporal limitation and must be laid before the State Legislature after being made.
